ခေတ်အဆက်ဆက်တွင် မြန်မာစစ်တပ်၏ ထိပ်တန်းစစ်ခေါင်းဆောင်များသည် အောက်ခြေတပ်ရင်းများထံသို့ အရေးကြီးကိစ္စ တစ်စုံတစ်ရာမရှိဘဲ တနှစ်လျှင် တကြိမ် ပင် သွားရောက်ခဲလှသည်။

သို့သော် စစ်တပ်အာဏာသိမ်းခဲ့သည့် ၂၀၂၁ ခုနှစ် ဖေဖော်ဝါရီလနောက်ပိုင်းတွင် စစ်တပ်အတွင်း တဖြည်းဖြည်း ယိုယွင်းပျက်စီးနေပြီး စစ်တပ်ပြိုကွဲမည့်အခြေအနေကို ထိမ်းသိမ်းနိုင်ရန်အတွက် အာဏာသိမ်း စစ်ခေါင်းဆောင်များမှာ ပြည်နယ်နှင့် တိုင်းဒေသကြီးများရှိ အောက်ခြေတပ်ရင်းတပ်ဖွဲ့များထံသို့ မကြာခဏဆိုသလို ကွင်းဆင်း၍ တပ်တွင်း စည်းရုံးရေးကို ဆောင်ရွက်နေရသည်။

လက်ရှိ အာဏာသိမ်း စစ်ကောင်စီ၌ ရာထူးအကြီးဆုံး ၂ ဦးဖြစ်သော ကာချုပ် ဗိုလ်ချုပ်မှူးကြီး မင်းအောင်လှိုင်နှင့် ဒုကာချုပ် ဒု-ဗိုလ်ချုပ်မှူးကြီး စိုးဝင်းတို့ကိုယ်တိုင် အလှည့်ကျ အောက်ခြေတပ်ရင်းများထံ မကြာခဏဆိုသလို စည်းရုံးရေးဆင်းနေကြရသည်။

၁၉၈၈ နောက်ပိုင်း စစ်တပ်သမိုင်းတလျှောက်တွင် အောက်ခြေတပ်သားအဆင့် မဆိုထားနှင့်၊ ပခုံးပေါ်၌ အပွင့် အခက်များရှိသည့် ဗိုလ်မှူး၊ ဗိုလ်ကြီးအဆင့်များပင် ကာကွယ်ရေးဦးစီးချုပ်နှင့် တွေ့ဆုံပွဲအတွင်း တွေ့ရခြင်း၊ တိုက်ရိုက် မိန့်ခွန်းနားထောင်ခွင့်ရခြင်းများက ကြုံတောင့်ကြုံခဲ ရှားပါးလှသည်။

သို့သော် ၂၀၂၁ ခုနှစ် စစ်အာဏာသိမ်းပြီးချိန်နောက်ပိုင်း၊ တိတိပပပြောရလျှင် ပြည်သူ့ကာကွယ်ရေးတပ်ဖွဲ့ – PDF များ၏ ခုခံတွန်းလှန်တိုက်ခိုက်မှုများ အပြင်းအထန် ပေါ်ပေါက်ပြီးနောက်ပိုင်း အောက်ခြေစစ်သည်များပင် စစ်တပ်၏အကြီးဆုံးဖြစ်သည့် ကာချုပ်၊ ဒုကာချုပ်တို့နှင့် တွေ့ဆုံရခြင်း၊ မိန့်ခွန်းဟောပြောမှု နားထောင်ရခြင်းများ ကြုံတွေ့နေသည်။

အဆိုပါ တပ်တွင်းတွေ့ဆုံပွဲတိုင်းတွင်လည်း အာဏာသိမ်း စစ်ခေါင်းဆောင်များက တပ်မတော်သည် မဲလိမ်မဲခိုးမှုတွေကို ၂ဝဝ၈ ဖွဲ့စည်းပုံအခြေခံဥပဒေနှင့်အညီ အရေးယူဆောင်ရွက်ပြီး တိုင်းပြည်ကို မသမာသူတွေ လက်ထဲမရောက်အောင် ကာကွယ် နေတာဖြစ်ကြောင်း၊ တိုင်းပြည် မပျက်စီးစေရန် အာဏာကို ယာယီထိမ်းသိမ်းထားတာဖြစ်ကြောင်း၊ မကြာခင် ရွေးကောက်ပွဲကျင်းပမည်ဖြစ်ပြီး တပ်တွင်းစည်းလုံး ညီညွတ်မှု ခိုင်မာကျစ်လစ်နေရန် လိုအပ်ကြောင်း စသည့်စကားများကို အဖန်တလဲလဲ ပြောဆိုနေခဲ့သည်ဟု ဧရာဝတီတိုင်းမ်သတင်းဌာန၏ တပ်တွင်းသတင်းရင်းမြစ်များက ပြောပြသည်။

“တပ်ချုပ်၊ ဒု-တပ်ချုပ်ခရီးစဉ်ဆိုတာ အရင်က ၁ နှစ် ၁ ခေါက်ဆိုတာ အများဆုံး။ တခါတလေ ၁ နှစ်နေလို့ ၁ ခေါက်တောင် မလာဘူး။ တပ်စစ်ဆေးရေးဆိုရင် တပ်မမှူး၊ တိုင်းမှူးလောက်ပဲ စစ်တာ။ အမြင့်ဆုံးစစ်တာက တပ်မတော်စစ်ဆေးရေးအရာရှိချုပ်ရုံး(ကကစစ်) လောက်ပဲ ကြုံဖူးတာ။ အခုက ကဒီးကဒီး (ခဏခဏ) လာနေတာ။ သူတို့လာမယ်ဆို တိုင်းမှူးက စလာတယ်။ နောက်ပြီးရင် နေပြည်တော်စစ်ရုံးက ဒု-ဗိုလ်ချုပ်ကြီး (စစ်ဆင်ရေးအထူးဖွဲ့မှူး) ကြိုလာတယ် ။ ပြီးမှ သူတို့(စစ်ခေါင်းဆောင်)လာတာ။ ခဏတိုင်းလာတော့ အောက်က အလုပ်ရှုပ်တာပေါ့။ ပြောတာကတော့ နိုင်ငံရေးအကျပ်အတည်းကိစ္စနဲ့ တပ်တွင်းစည်းလုံးကြဖို့။ အဲ့ဒါပဲ ပြောတာ”ဟု ကမ်းရိုးတန်းဒေသတိုင်းစစ်ဌာနချုပ် လက်အောက်ခံ ရေဖြူတပ်နယ်မှ တာဝန်ထမ်းဆောင်ဆဲ စစ်ကောင်စီ တပ်ဖွဲ့ဝင်တစ်ဦးက ဧရာဝတီတိုင်းမ်ကို ပြောသည်။

၂ဝ၂၁ ခုနှစ် ဖေဖော်ဝါရီ ၁ ရက်တွင် စစ်တပ်က အာဏာသိမ်းပြီး လူထုကို လက်နက်အားကိုးဖြင့် အကြမ်းဖက် သတ်ဖြတ်မှုများကြောင့် လမ်းမပေါ်မှ အကြမ်းမဖက် ဆန္ဒပြမှုများသည် ၂၀၂၁ မေလကစတင်၍ လက်နက်ကိုင် ခုခံတော်လှန်ရေးသို့ အသွင်ပြောင်းလဲသွားခဲ့သည်။

ပြည်သူများ၏ လက်နက်ကိုင်တော်လှန်မှု ပြင်းထန်လာချိန်တွင် စစ်ခေါင်းဆောင် မင်းအောင်လှိုင်နှင့် စိုးဝင်းတို့သည် နေပြည်တော်၌ မိန့်မိန့်ကြီးထိုင်ပြီး စီမံခန့်ခွဲရုံဖြင့် မရတော့ပေ။

ပြည်သူလူထု၏ လက်နက်ကိုင် ခုခံတော်လှန်မှုကြောင့် မြေပြင်တိုက်ပွဲများတွင် စစ်ကောင်စီတပ်ဖွဲ့ဝင်များ ထိခိုက်ကျဆုံးမှု တစ်စတစ်စ များပြားလာခြင်း၊ အာဏာသိမ်းစစ်တပ်၏ အကြမ်းဖက်လုပ်ရပ်များကို လက်မခံနိုင်သည့် အရာရှိနှင့် စစ်သည်များ၊ ရဲတပ်ဖွဲ့ဝင်များ CDM ပြုလုပ်၍ ပြည်သူ့ရင်ခွင် ခိုလှုံနေခြင်းများကြောင့် တပ်တွင်း စည်းရုံးရေးကို စစ်ခေါင်းဆောင် ၂ ဦး အသည်းအသန် လုပ်ဆောင်ရတော့သည်။

ယခင်ခေတ် တပ်တွင်းစည်းရုံးရေးဆိုသည်က တပ်ရင်း၊ တပ်ဖွဲ့များကို စည်းရုံးရသည်က စစ်တပ်၏ ထိပ်ပိုင်းခေါင်းဆောင်အဆင့်မျိုး လုပ်စရာမလိုဘဲ အောက်ခြေရှိ တပ်မမှူး၊ စစ်တိုင်းမှူးအဆင့်သာ ပြုလုပ်ရသည့်အလုပ်ဖြစ်သည်။

ယခုတော့ တပ်ထဲ၊ ရဲထဲ ဝင်မည့်သူမရှိ၊ ရှိသည့်လူများလည်း နေ့စဉ် တဖြုတ်ဖြုတ် ထိခိုက်ကျဆုံး၊ တချို့ကလည်း CDM ပြုလုပ်၊ တချို့ကျ CDM မလုပ်ဘဲ တပ်က ထွက်ပြေးနေကြသည့်အတွက် တပ်အင်အားပြုန်းတီးမှုက တစ်စထက်တစ်စ ဆိုးရွားလာနေသည့်အပေါ် စစ်ခေါင်းဆောင် ၂ ဦး အထူး စိုးရိမ်ထိတ်လန့်ခဲ့သည့်အလျှောက် ပြည်နယ်နှင့်တိုင်းများသို့ အလှည့်ကျသွား၍ စည်းရုံးရေးဆင်းနေရသည်။

“မြေပြင်မှာဖြစ်နေတဲ့အခြေအနေတွေကို သူတို့(စစ်ခေါင်းဆောင်)တွေ သိတယ်။ ဘာမှမဖြစ်သလိုဟန်နဲ့ နေနေတာ။ အောက်ခြေကစစ်သားတွေလည်း သိတယ်။ နည်းမျိုးစုံနဲ့ CDM လုပ်တာတွေ၊ ဘက်ပြောင်း စွန့်ခွာတာတွေများလာတာနဲ့ တိုက်ပွဲမှာ သေဆုံးတာတွေ များလာတော့ သူတို့ကိုယ်တိုင် ဆင်းနေရတာ။ တိုင်းမှူးလောက်နဲ့ လွှတ်ထားလို့ မရတော့ဘူး။ သူတို့ကိုယ်တိုင်မဆင်းရင် အခြေအနေတွေက ဒီထက်ဆိုးလာမှာကို သိနေတယ်။ ဒါပေမယ့် သူတို့သွားလည်း သွားတာဘဲရှိမယ်။ မြေပြင်အခြေအနေမှန်ကို သဘောပေါက်လာတဲ့အောက်ခြေစစ်သားတွေ များလာပါပြီ”ဟု CDM တပ်မတော်အရာရှိ Captain Zero က ပြောဆိုသည်။

ဧရာဝတီတိုင်းမ်သတင်းဌာနမှပြုစုထားသည့်စာရင်းများအရ ပြီးခဲ့သည့်နှစ် စက်တင်ဘာလက ကချင်ပြည်နယ်၊ မြစ်ကြီးနားမြို့ကို စစ်ခေါင်းဆောင် မင်းအောင်လှိုင်သွားပြီး တပ်တွင်းစည်းရုံးရေး စခဲ့သည်။ မှတ်မှတ်ရရ စက်တင်ဘာလ ၇ ရက်နေ့တွင် တော်လှန်ရေးအစိုးရဖြစ်သည့် အမျိုးသားညီညွတ်ရေး အစိုးရ – NUG က ခုခံတော်လှန်စစ် D – Day ကို ကြေညာခဲ့သည်။

အာဏာသိမ်း စစ်ခေါင်းဆောင်သည် ၂၀၂၁ ခုနှစ် စက်တင်ဘာလကစပြီး ယနေ့အထိ ရန်ကုန်တိုင်း၊ မန္တလေးတိုင်း၊ မကွေးတိုင်း၊ တနင်္သာရီတိုင်း၊ ကချင်ပြည်နယ်၊ ရှမ်းပြည်နယ် မြောက်ပိုင်းနှင့် အရှေ့ပိုင်းစသည့် ဒေသများမှ နယ်မြေခံတပ်ရင်းတပ်ဖွဲ့များဆီ သွားရောက်၍ တပ်မပြိုကွဲစေရန် စည်းရုံးဟောပြောခဲ့သည့် အကြိမ်ပေါင်း ၃၀ ထက်မနည်း ရှိခဲ့သည်။

သူ့လက်အောက်က ဒု-စစ်ခေါင်းဆောင် စိုးဝင်းမှာလည်း ရှမ်းပြည်နယ် (တောင်ပိုင်း)၊ ကယား(ကရင်နီ)၊ တနင်္သာရီ၊ ရန်ကုန်တိုင်း၊ မွန်ပြည်နယ်၊ ကရင်ပြည်နယ်နှင့် ရခိုင်ပြည် နယ်ရှိ မြိုကြီးများအခြေစိုက်တပ်များကို စည်းရုံးရေးဆင်း ဟောပြောခဲ့သည့်အကြိမ်ပေါင်း ၁၇ ကြိမ် ရှိခဲ့သည်။

စာရင်းများအရ အာဏာသိမ်း စစ်ခေါင်းဆောင် ၂ ဦးမှာ ၉ လအတွင်း ပြည်နယ်နှင့်တိုင်းများသို့ ခရီးစဉ်ပေါင်းများစွာသွားရောက်ခဲ့ပြီး တွေ့ဆုံပွဲပေါင်း ၅၀ ခန့်ပြုလုပ်စည်းရုံးရေးဆင်းခဲ့ရသည့်အချက်က စစ်တပ်ပြိုကွဲမည်ကို ၎င်းတို့ အလွန်ကြောက်ရွံ့နေသည်မှာ ထင်ရှားနေသည်။

ယခုလ ပထမပတ်နှင့် ဒုတိယပတ်အတွင်းမှာပင် စစ်ခေါင်းဆောင်မင်းအောင်လှိုင်က ရန်ကုန်တိုင်းရှိ သန်လျင်၊ ဒလနှင့် ဗိုလ်တထောင်မြို့နယ်ရှိ ရေတပ်စခန်းဌာနချုပ်တို့ထံသို့သွားရောက်၍ စည်းရုံးခဲ့သလို ဒုစစ်ခေါင်းဆောင် စိုးဝင်းမှာလည်း ရခိုင်ပြည်နယ် စစ်တွေ၊ ဘူးသီးတောင်၊ အမ်းစသည့်မြို့များမှ ၎င်းတို့လက်အောက်ခံ တပ်များဆီသို့ သွားရောက်၍ စစ်ရေးသတိရှိရန်နှင့် တပ်တွင်းစည်းလုံးကြဖို့ မှာကြားခဲ့ကြသည်။

“အခုက သူတို့စစ်တပ်ထိပ်ပိုင်းခေါင်းဆောင်တွေရဲ့ စစ်တပ်ပြိုကွဲမှာကြောက်တာက စိုးရိမ်ရေအမှတ်ကို ရောက်လာတာပေါ့။ သူတို့အောက်က အောက်ခြေတပ်သား CDM များပြီး သူတို့လူတွေမရှိတော့ဘဲ တပ်အင်အားချိနဲ့လာရင် သူတို့ရှေ့ကသေပေးမယ့် စစ်သားတွေမရှိတော့ရင် သူတို့အလှည့်ကိုရောက်လာတော့မှာ။ အဲ့ဒီအတွက်ကြောင့် ခေါက်တုန့်ခေါက်ပြန်တွေသွားလာပြီး တပ်တွင်းစည်းလုံးဖို့ သူတို့ကိုယ်တိုင်စည်းရုံးရေးဆင်းနေရတာ”ဟု ဧရာဝတီတိုင်းမှ နိုင်ငံရေးလေ့လာစောင့်ကြည့်သူတဦးက သုံးသပ်ပြောဆိုသည်။

အာဏာသိမ်း စစ်ခေါင်းဆောင် ၂ ဦးသည် PDF များ၏ အပြင်းအထန် ခုခံတိုက်ခိုက်မှုကြောင့် ၎င်းတို့တပ်တွေ အထိနာနေသည့် စစ်ကိုင်းတိုင်းနှင့် ချင်းပြည်နယ်ရှိတပ်များထံကိုတော့ ၎င်းတို့ကိုယ်တိုင် မသွားပေ။

ကာကွယ်ရေးဝန်ကြီးခန့်ထားသော ဗိုလ်ချုပ်ကြီး မြထွန်းဦး၊ ပြည်ထဲရေးဝန်ကြီး ဒု-ဗိုလ်ချုပ်ကြီး စိုးထွဋ်၊ ပြည်ထဲရေး ဒုဝန်ကြီးဖြစ်ခဲ့သည့် ဒု-ဗိုလ်ချုပ်ကြီး သန်းလှိုင်တို့လို ၎င်းတို့ အမာခံများကို အကြိမ်ကြိမ် စေလွှတ်ကာ တပ်တွင်းစည်းရုံးရေးများ ပြုလုပ်စေခဲ့သည်။

“အခုက စစ်ကိုင်းနဲ့ချင်းက လုံးဝအမဲရောင်နယ်မြေ ဖြစ်နေပြီ။ အဲ့ဒီနယ်မြေတွေက သူတို့လိုပုဂ္ဂိုလ်တွေတောင် လုံခြုံရေးစိတ်မချရတော့ဘူးလို့ ယူဆပုံရတယ်။ အဲ့တာကြောင့် သူတို့ကိုယ်တိုင် မသွားတာ။ ဒါပေမယ့် ခုလက်ရှိကျဆုံးနဲ့ CDM အများဆုံးကလည်း အဲ့ဒီဒေသတွေဖြစ်နေတော့ မဖြစ်မနေလွှတ်ရမှာမို့လို့ တတိယအဆင့် ဗိုလ်ချုပ်ကြီးတွေလောက်ကို လွှတ်ပြီး စည်းရုံးခိုင်းတဲ့သဘောပါဘဲ”ဟု စစ်ကောင်စီတပ်အတွင်း ၁ဝ နှစ်ကျော်တာဝန်ထမ်း​ဆောင်ခဲ့သည့် စစ်သားဟောင်းတစ်ဦးက ပြောသည်။

စစ်ခေါင်းဆောင် ၂ ဦး သွားရောက်ခဲ့သော စည်းရုံးရေးခရီးစဉ်များကို သရုပ်ခွဲကြည့်လျှင် နယ်မြေ လုံခြုံရေး ယူနေရသည့်တပ်များနှင့် ရှေ့တန်းထွက် တိုက်ပွဲဝင်နေရသည့်တပ်များဟူ၍ အပိုင်း ၂ ပိုင်း ကွဲပြားနေသည်ကို တွေ့ရသည်။

ကမ်းရိုးတန်းဒေသတိုင်းစစ်ဌာနချုပ် (ကရခ) လက်အောက်ရှိ ထားဝယ်၊ ဘုတ်ပြင်း၊ ကော့သောင်းဒေသ အခြေစိုက် အမှတ် ၈ စစ်ဆင်ရေးကွပ်ကဲမှုဌာနချုပ် (စကခ ၈)၊ အမှတ် ၁၃ စစ်ဆင်ရေးကွပ်ကဲမှုဌာနချုပ် (စကခ ၁၃)၊ အမှတ် ၂ဝ စစ်ဆင်ရေးကွပ်ကဲမှုဌာနချုပ် (စကခ ၂၀) လက်အောက်ရှိတပ်များမှာ ကရင် ပြည်နယ်ရှိ ကရင့်အမျိုးသားအစည်းအရုံး – KNU တပ်မဟာ ၅ နှင့် ၆ နယ်မြေများသို့ ရှေ့တန်းထွက်နေရ သည်မှာ ၃ နှစ်နီးပါး ရှိနေပြီ ဖြစ်သည်။

စစ်အာဏာသိမ်းမှုနောက်ပိုင်း ကရင်ပြည်နယ်၌ KNU လက်အောက်ရှိ KNLA၊ KNDO တပ်များနှင့် PDF ပူးပေါင်းတပ်များ၏တိုက်ခိုက်မှုကြောင့် အဆိုပါ ကမ်းရိုးတန်းစစ်တိုင်းလက်အောက်ခံ တပ်များမှာ ထိခိုက်ကျဆုံးသူများပြားနေသလို CDM ပြုလုပ်၍ ပြည်သူ့ရင်ခွင်သို့ ခိုလှုံသူများပြားနေသည့် တပ်များဖြစ်သည်။

စစ်ခေါင်းဆောင် မင်းအောင်လှိုင်နှင့် စိုးဝင်းတို့သည် တနင်္သာရီတိုင်းသို့ ၎င်းတို့ကိုယ်တိုင် သွားရောက်၍ ၎င်းတပ်များသို့ စည်းရုံးရေးဆင်းခဲ့ကြသည်။

ထိုသို့ စစ်ခေါင်းဆောင် ၂ ဦး လပိုင်းသာခြား၍ တနင်္သာရီတိုင်းသို့ သွားရောက်စည်းရုံးခဲ့သော်လည်း အရာမထင်ခဲ့ပေ။ KNU နယ်မြေအတွင်း ရှေ့တန်းစစ်စခန်းများရှိ အဆိုပါ တပ်ရင်း၊တပ်မများမှ စစ်ကောင်စီတပ်သားများအနေဖြင့် စစ်ကောင်စီတပ်ကိုစွန့်ခွာမှုများဆက်လက်ဖြစ်ပွားနေဆဲ ဖြစ်​သည်။

ပြီးခဲ့သည့် မတ်လအတွင်းက ဘုတ်ပြင်းမြို့အခြေစိုက် စကခ ၁၃ စစ်ဌာနချုပ်လက်အောက်ခံ ခမရ ၅၈၅ မှ ဗိုလ်မှူး တင်လင်းအောင်အပါအဝင် စကခ ၁၃ နှင့် စကခ ၂၀ မှ စစ်ကောင်စီ တပ်သားအများအပြားမှာ ကော်ဘရာစစ်ကြောင်းနှင့် KNLA တပ်မဟာများထံသို့ အလင်းဝင်၍ ပြည်သူ့ရင်ခွင် ခိုလှုံခဲ့ကြသည်။

အမျိုးသားညီညွတ်ရေးအစိုးရ – NUG အစိုးရ၏ဧပြီလအတွင်း ထုတ်ပြန်သည့်စာရင်းများအရ စစ်အာဏာသိမ်းပြီးနောက် လက်ရှိ CDM တပ်မတော်သားများအပါအဝင် စစ်ကောင်စီတပ်ကို အကြောင်းအမျိုးမျိုးဖြင့် စွန့်ခွာလာသူ ၁ သောင်း နီးပါးရှိပြီဖြစ်ကြောင်း သိရသည်။

CDM ပြုလုပ်လာသည့် တပ်မတော်သားများကိုလည်း NUG အစိုးရအပါအဝင် တော်လှန်ရေးအင်အားစုများက ချီးမြှင့်ငွေများပေးအပ်ခြင်းနှင့် ကောင်းမွန်စွာ နေထိုင်စားသောက်နိုင်ရေး စီစဉ်ပေးထားသည်။ အားလုံးက နွေးထွေးစွာကြိုဆိုပြီးကူညီပေးကြသည်။ ယင်းအချက်မှာလည်း အောက်ခြေ စစ်ကောင်စီတပ်သားများ ဘက်ပြောင်းခိုလှုံလာခြင်း၏ အဓိကအကြောင်းအရင်းတစ်ခု ဖြစ်နေသည်။
