Known as the “Pearl of the East,” it emerged as one of the world’s most influential financial centres, connecting East and West through commerce, investment, and innovation. Its low-tax regime, trusted legal system, economic freedom, and business-friendly environment attracted multinational corporations, global investors, skilled professionals, and entrepreneurs from every continent. To millions, Hong Kong was more than a city; it was a symbol of opportunity, wealth creation, and the promise that hard work could deliver extraordinary success.

Walk through certain commercial districts, and the signs of economic pain are difficult to ignore. Vacant storefronts, rental notices hanging from once-premium retail properties, struggling restaurants, declining property values, and growing social hardship have become part of the city’s landscape. While Hong Kong remains an important financial centre, many residents believe the city is no longer the dynamic, opportunity-rich metropolis it once was.

Many analysts point to a combination of economic shocks, property market corrections, demographic changes, and global geopolitical tensions. Yet a growing number also argue that Beijing’s increasing political and economic influence over Hong Kong has eroded many of the very advantages that made the city successful in the first place.

Hong Kong’s success was built on a unique formula. Under the “One Country, Two Systems” framework, it maintained an economic and legal environment distinct from mainland China. Businesses trusted the system. International investors regarded Hong Kong as a safe and predictable place to deploy capital. Entrepreneurs enjoyed extensive freedoms that encouraged risk-taking and innovation.

Over the past decade, however, concerns about political autonomy, regulatory uncertainty, and the narrowing separation between Hong Kong and mainland China’s governance model have intensified. Whether perception or reality, confidence is one of the most important currencies in any financial centre. Once confidence weakens, capital and talent begin looking elsewhere.

Hong Kong’s unemployment rate stood at approximately 3.8% in mid-2026, with roughly 154,000 people unemployed according to official statistics. While these figures may appear moderate by international standards, they only tell part of the story. Many sectors, particularly retail, hospitality, food services, construction, and small businesses, continue to face significant pressure.

More alarming is the condition of the property market, long regarded as the backbone of Hong Kong’s wealth creation model. For decades, soaring real-estate prices created fortunes and attracted massive domestic and international investment. Today, investors who once believed property prices would rise indefinitely are confronting a painful reality. Commercial buildings have seen substantial value erosion, office vacancy rates remain elevated, and landlords are struggling to secure tenants in many districts. Property consultants report office vacancy rates above 12%, highlighting the depth of the market correction.

The collapse in confidence has created a vicious cycle. Falling property values weaken business balance sheets. Weak businesses cut jobs. Lower consumer spending further hurts retailers and restaurants. More closures follow.

Hong Kong remains one of the world’s most expensive housing markets. Even before the slowdown, many residents struggled with housing affordability. As economic conditions worsened, vulnerable groups found themselves pushed closer to the edge. Social researchers and advocacy groups have repeatedly highlighted the persistence of homelessness and housing insecurity. Street sleepers can be found under flyovers, in public parks, under pedestrian bridges, and in neglected urban spaces. Studies and reports have documented how unemployment, unaffordable housing, and precarious work contribute directly to homelessness in the city.

Equally troubling is the rise of hidden poverty. Not everyone sleeping in a fast-food restaurant, a public space, or a temporary shelter is technically counted as homeless. Yet their circumstances reflect a city where many people remain only one financial shock away from crisis.

Meanwhile, thousands of businesses face their own struggle for survival. Small restaurant owners, family-run retailers, traditional food outlets, and local merchants report lower foot traffic and shrinking profit margins. The once-famous commercial energy of districts that attracted millions of visitors annually has been replaced in some areas by empty units and discount signs.

Another concern is the movement of people and capital. In recent years, a significant number of professionals, entrepreneurs, and middle-class families have chosen to relocate overseas. At the same time, Singapore has strengthened its position as a preferred Asian financial hub for many global firms. This shift may not mean the end of Hong Kong as a financial centre, but it undoubtedly represents far stronger competition than the city previously faced.

Critics argue that the deeper problem is not merely economic but structural. They contend that Hong Kong’s historical strength rested on openness, institutional independence, and global trust. As Beijing’s influence has expanded, they argue, these pillars have weakened. Whether one agrees with that assessment or not, confidence among investors, businesses, and residents has clearly become a central challenge.

It would be inaccurate to suggest that Hong Kong is a “collapsed” economy. Official data show continued economic activity, trade growth, and ongoing investment. However, it is equally difficult to dismiss the visible signs of social stress, property-market weakness, retail struggles, and declining public optimism.

The tragedy of Hong Kong is not that it has become poor. The tragedy is that a city once regarded as one of the freest and most successful economic engines in Asia is now struggling to preserve the qualities that made it exceptional.

For millions of Hong Kong residents, the debate is no longer about ideology. It is about livelihoods, affordable housing, stable jobs, and hope for the future. Until confidence is restored and economic opportunity broadens once again, the city’s famous skyline may continue to shine, but for many citizens living beneath it, the promise it once represented feels increasingly distant.

(The author, Mg Phyu Phway, is a researcher who studies and monitors Asia-Pacific
